CDC Covid-19 travel guidence

I found the following travel guidance information from the CDC, https://www.cdc.gov/coronavirus/2019-ncov/traveler... . I appreciate the time energy and effort to compile this information, however I can not understand the metric used. There seem to major inconsistencies, making this information dubious.

Lets examine Level 4 countries they include the USA, Russia, and Belarus which makes sense. However they also include Saint Kitts and Nevis, Dominica ( not the Dominican Republic ), and Barbados. This is essentially ridiculous to place these countries in the same category. For reference Dominica is a beautiful undeveloped island. Saint Kitts & Nevis is considered a jewel of the Caribbean with a small population, and not too many tourists. There are no metrics to combine these countries in the same category. Additionally the Bahamas which has amazingly densely populated Nassau is level 3. The inconsistencies start here, but they continue throughout the list.

In short we need a clearly defined metric to understand risk factors.
